Some Swedish universities have been collecting APC data for several years. This workshop gathered the ones who already work with APC data and those who want to start, to share experiences. The lessons learned included:
University libraries have seen the use for this type of data, and other stakeholders start to, but there is an explicit need for library management to make room in the organisation for this new workflow.
What is to count as publishing fees? Apart from APCs, the data gathering has shown that other fees such as color fees, page fees etc also exist. We also discussed the language checking costs, as these are probably constantly rising as more and more researchers are pushed towards publishing in English speaking channels.
Since 2017, the accounting system of universities have a new financial code for APCs. However, as with all novelties, we see that it will take some time to identify the type of costs that should be registered here (not print costs) and to have all relevant costs registered here. Some universities had estimations of about 50 % of costs registered with this new financial code.
Currency issues are old problems which will follow us into the world of paying for publishing. If this could be handled at a central level it would be of great relief to the individual universities.

Springer Compact was the first Swedish agreement signed with the intent to offset publishing costs with subscription costs. The agreement is a pilot and the Bibsam steering committee commissioned an evaluation group to evaluate its effects throughout the agreement period (2016-07-01 – 2018-12-31).
Jag träffade Anne Britton, från Berkman Klein Center for Internet & Society på Harvard University, under den 22:a Elpub konferensen i Toronto nyligen. Hon var mycket intresserad av den senaste utvecklingen på Open Access området i Sverige och bad mig att sprida information om ett projekt som hon deltog i och som handlade om just informationsspridning av OA-utvecklingen i världen – Open Access Tracking Project (OATP).
All video recordings, slides, and posters from the conference LOA2018 are now available via OpenAccess.se. LOA2018 was arranged by the National Library of Sweden on 1 June in Stockholm and dedicated to licenses and open access, with a focus on the transition from a subscription-based to an open access publishing system. The morning sessions were held in English.
Many scholarly and peer-reviewed articles can be read open access today on the web. A number of free services and archives have developed tools and services helping users to discover research output in an easy and simple way: through installing a browser extension or plug-in; by using academic search engines and archives, or, by contacting the author directly. In the following text, we list a selection of services and ways to find scientific articles. The choice is yours.
Elsevier har inte kunnat tillmötesgå Bibsamkonsortiets krav om omedelbar öppen tillgång till alla artiklar publicerade i Elseviers tidskrifter av forskare som är affilierade till konsortiets deltagande organisationer; läsrättigheter till Elseviers 1900 tidskrifter för deltagande organisationer; samt en hållbar prismodell som möjliggör en omvandling till öppen tillgång.
När sägs avtalet med Elsevier upp?
Avtalet för tidskrifter har sagts upp per den 30 juni 2018.
Elsevier has not been able to meet the demands of the Bibsam Consortium: immediate open access to all articles published in Elsevier’s journals by researchers affiliated to one of the consortium’s participating organisations; reading access to Elsevier’s 1900 journals for participating organisations, and, lastly, a sustainable price model which makes a transition to open access possible.
When will the Agreement with Elsevier be terminated?
The current agreement for Elsevier’s journals has been cancelled as of the 30th of June 2018.
